We have been flying over Dubai commercially for years, and every time we review the footage back on a monitor it confirms the same thing: the city was designed to be seen from above.

For brands, developers, event producers, and creative directors working in the UAE, professional drone photography and aerial videography is not an optional extra — it is frequently the most commercially powerful asset in a production. The challenge is that it is also one of the most regulated forms of commercial media production in the UAE, and the gap between doing it right and doing it dangerously is significant.

The General Civil Aviation Authority (GCAA) is the UAE federal body that regulates all civil aviation, including commercial UAVs. For commercial drone operations, the GCAA requires: a registered drone with unique identifier, a Remote Pilot Licence (RPL) held by the operator, and location-based permits from the relevant local aviation authority for each flight location. In Dubai, the DCAA issues location permits — not automatically, but via application specifying the drone type, the operator's GCAA credentials, the exact coordinates, the altitude and operational parameters, and the date and duration of the operation.

If someone offers you drone footage in Dubai without a GCAA licence, they are operating illegally. The fines are up to AED 50,000 — and liability does not stop with the operator. Brands and property owners who commission illegal drone footage can also face consequences. Beyond the legal risk, unlicensed operators typically lack the insurance that protects you if something goes wrong on set.

Where Can You Fly Drones Commercially in Dubai?

Dubai's airspace divides into controlled and uncontrolled zones. Uncontrolled airspace — areas away from airports and central urban zones — allows commercial operations with GCAA registration without requiring location-specific DCAA permits for every flight. This covers many suburban residential areas, outer desert locations, some coastal zones, and parts of Al Quoz and other industrial areas.

Controlled airspace — Downtown Dubai, DIFC, the Marina, Palm Jumeirah, JBR, most of Dubai Creek, and defined radii around both DXB and Al Maktoum Airport — requires advance DCAA permit approval for each shoot, typically processed within 3-7 business days. Restricted zones including military installations and certain government facilities are off-limits regardless of licensing status.

A standard 2-hour aerial photography session in a non-restricted outdoor location starts from AED 1,800, producing a set of high-resolution still images and basic short video clips for social media use. This is appropriate for straightforward briefs where aerial context is needed — a construction progress update, a landscape project, an outdoor venue before an event — and the output is primarily photography rather than produced video.

For aerial videography as a standalone deliverable — a produced aerial sequence with editing, music, and colour grading — the starting price is AED 3,000 for a half-day production, producing a 60-90 second cinematic aerial sequence. Full production days covering multiple sequences including permit time run AED 5,000-9,000 depending on location complexity and airspace requirements.

How Much Does Drone Footage Cost as an Add-On to a Ground Shoot?

The most commercially efficient structure for most clients is combining aerial with ground-based production in the same shoot day. Adding drone footage to an existing real estate, event, or commercial shoot eliminates the separate mobilisation cost and produces the most coherent final edit because aerial and ground footage is captured in matching light conditions. Planning a Drone Shoot in Dubai — What We Need From You

The most common mistake clients make with aerial production is leaving the booking and permit process too late. For standard locations, we need a minimum of 5-7 working days to process DCAA permits. For complex or central-city locations — Downtown, DIFC, areas near airports — we recommend 10-14 working days. Events with defined dates should have aerial production confirmed at least two weeks before the event, ideally four weeks for large productions.

When briefing an aerial shoot we need: the precise location, the intended shooting date and time window, the purpose of the footage and how it will be used, the approximate area to be covered and altitude range, and specific shots or sequences required. The more specific the brief, the better the output — particularly for complex sequences requiring coordination of drone movement with ground activity, talent, or vehicles.
